People’s Partnership
SBF Representative: Vaughan Hart
Established in 1942, B&CE was originally formed to provide financial services to the Building and Civil Engineering industry. As a not-for-profit organisation, B&CE offers a range of simple financial products and services, including employee accident and life cover, as well as The People’s Pension, a popular automatic enrollment solution. Despite their expansion into different sectors, B&CE remains connected to their construction heritage by involving industry representatives on their board and actively engaging with the sector. They also contribute to the construction industry through the B&CE Charitable Trust.
Construction Industry Joint Council (CIJC)
SBF Representative: Alastair White
SBF is the only Scottish representative in a grouping of nine trade federations around the CIJC table when negotiating the collectively bargained Working Rule Agreement which sets standard terms and conditions of employment across the industry.
Scottish Building Contract Committee (SBCC) / Joint Contracts Tribunal (JCT)
SBF Representatives: Eric Fleming and Ian Honeyman
The Scottish Building Contract Committee (SBCC) is the only pan industry organisation to produce building contracts designed to meet the needs of the construction industry in Scotland.
SBCC is also the Scottish College of the Joint Contracts Tribunal (JCT) and kilt JCT contracts to produce standard contracts compliant with Scottish law and practice. SBF also sits on the Contractors Legal Group (CLG) which forms the Contractors College of JCT with a view to representing the common interests of contractors in drafting and developing contracts.

SBF is a key member of the Construction Industry Collective Voice (CICV), a collaboration of leading trade and professional bodies, who work in partnership to gather intelligence, share advice and speak directly with government on issues affecting the Scottish construction industry.
SBF is one of only three distinctly Scottish trade federations recognised as a CITB Prescribed Organisation, consequently SBF Members are guaranteed a vote on the future of the CITB levy system during the periodic consensus process. SBF endeavours to influence the direction of CITB through representation on the UK-wide Prescribed Organisation Leaders Forum, Scottish PO Forum and several SBF Members also sit on the CITB Scottish National Council.
